The City of Raahe Strategy 2023–2027
The implementation of the newest strategy will be ensured by translating the strategic choices directly into concrete measures. The guidelines and choices defined in the strategy approved by the Raahe City Council on 31 October 2022 will be put into practice in the coming years in accordance with the action plan to be completed by the end of March 2023.
Implementation of the Strategy
The strategy was built around four perspectives: Well-being, Competence, Business, and Children & Youth in Raahe. For each target group, working groups will be assembled in January to jointly consider how the strategy will be implemented in the city’s operations. The action plans will be prepared promptly so that by the end of March each group can present both a plan and an annual budget for it.
The working groups will include a diverse representation of city personnel, business and association representatives, as well as decision-makers, all bringing their expertise to the process. The composition of the working groups will be announced in January.
A Strategy Developed with Time and Participation
The strategy is designed to guide the city’s activities during 2023–2027. A key element is the use of indicators to monitor the effectiveness of the strategy. This time, in order to ensure implementation, it was decided to prepare an action programme by the end of March 2023, in which the objectives presented in the strategy are specified as concrete measures. The strategy will thus become directly visible to both city personnel and residents as tangible actions and initiatives clearly reflecting the chosen strategic guidelines.
The strategy was developed starting in spring 2022. The process advanced through the city’s management team and regular meetings with the chairs of the council groups. The City Council contributed to the preparation in dedicated strategy seminars. Perspectives, ideas, and choices were also collected from city personnel and residents through seminars and a webinar.
A statement on the strategy was requested from the City’s Local Democracy Committee, and it has been presented to the Council for Older People and the Disability Council. In addition, municipal and professional organizations were able to provide their input on the strategy.
The implementation of the strategy will be monitored regularly on an annual basis.
