Start-up grant

The start-up grant is discretionary support for a new entrepreneur. Its purpose is to secure an entrepreneur’s livelihood at the starting phase of new full-time entrepreneurship when the income generated by the company is still low.

The start-up grant is granted for six months from the time you start as a full-time entrepreneur or expand your part-time business to full time. You may receive an extension to the start-up grant so that the total duration is no more than 12 months.

Certificate for a partially disabled job seeker

If you have an injury or illness diagnosed by a physician that affects your employment and you are about to be employed by a large employer, you can ask the employment authority for a certificate stating that you have been registered as partially disabled in the employment services customer information system. A large employer is an employer who has insurance from an employment pension company and whose annual salary exceeds the large employer’s salary limit.

Self-motivated study subsidised with an unemployment benefit

In some cases, you may be able to study independently while receiving unemployment benefits. Independent studies include studies where an educational institution is responsible for the provision and student selection instead of the employment authority. During independent studies, you are obliged to apply for and accept work, and participate in services promoting employment.

You can receive unemployment benefits for short-term, part-time or full-time studies.

Job search in another EU or EEA country or Switzerland

As an unemployed jobseeker, you can go to another EU or EEA country or Switzerland to find work and receive unemployment benefits from Finland.

You can receive basic daily allowance paid by Kela or daily unemployment allowance paid by an unemployment fund from Finland. You cannot receive labour market subsidy during the trip.

You can receive unemployment benefits in another country for a maximum of three months. In order for the benefit to be paid, the local employment authority must also accept you as a jobseeker in the country where you are looking for a job.

Labour market training

Labour market training develops your professional skills and promotes your employment. Labour market training is training organised by the employment authority. The employment authority and the training provider plan the training together. Employers can also participate in the organisation of labour market training.

Employment subsidy for those aged 55 or over

The employment subsidy is a benefit intended to promote the employment of unemployed jobseekers aged 55 or over that an employment authority can grant to an employer to cover pay costs. The purpose of the subsidy is to promote the employment of people aged 55 or over by improving their professional skills or entrepreneurial skills. The subsidy is granted and paid to the employer, but its granting is always based on the unemployed jobseeker’s service need.

Pay subsidy

Pay subsidy is a support aimed at promoting the employment of an unemployed job seeker, which the employment service may grant to an employer for wage costs. The purpose of the subsidized job is to promote the employment of an unemployed job seeker in the open labor market and to improve their professional skills. The pay subsidy also helps individuals with reduced work capacity and those over 60 years old who have been unemployed for a long time to gain employment and participate in the labor market.
